Too bad Goldblatt is myopic
The idea of "most benevolent world power in the history of the planet" is about as likely as the most benevolent dictator currently running a country - the competition for the title is less than impressive.
Had he said he said "least malevolent," then I would have agreed, as it doesn't hide the 99% of lie behind his 1% of truth.
