An enormous quantity of radiological material was released by open air bomb tests, including plutonium, and somehow we all survived. Environmentalist wackos use statistical tricks, and scare tactics to make their political points.
Their goal is not preserving the environment, it is the destruction of capitalism, technology, and industry, and the promotion of socialism.
Face it, there is no way these people will be mollified. You could wrap the nuclear fuel in six inches of neutronium for launch, and they would still be against it. (It would also take a damn big rocket to get it off the ground.)
There is no conceivable combination of safety measures that will satisfy them. This is not science we are dealing with, but a primitive superstition about radiation in general.
We just have to take the best precautions we can, the most basic of which is to launch several subcritical fuel loads separately and only assemble the reactor to critical levels in space. And then hope the wackos are overruled by enough reasonable people to make some progress. At least Cassini got launched.
