Its Ironic you mention X-ray basement lasers, since much of the SDI laser tests were/are ;-) conducted underground.
Believe me the technological goals created improvements in many fields of scientific endeavor. Like the Apollo missions had technological
SDI was not an aerospace welfare program. SDI has brought out all sorts of functional benefits for space security and the lessons learned help guide and track our next generation Future Combat Systems...which are best described as 'Drone Warefare' a new type of warfare which will save lives.
The SDI laser development for missiles may be considered somewhat of a public relations exaggeration - as the laser development also made leaps and bounds in many other DOD applications, including space ones.
The Clementine (and others;-) series of ASATs inherited much of the laser and 'space based' targeting technology.
Of course the Clementine series was cancelled. So absolutely none of this technology is in use in orbit....
...come to think of it, you're right. SDI was just a vast right-wing engineered aerospace welfare program.
Best wishes,
