If the moon has extremely limited water ice...

you might want to re-think your unilateralist position, because it could be the Chinese who end up with the only feasible lunar bases. Maybe you're thinking "we Americans should go take it first, and if we don't, we deserve to lose it." I suggest that's rather short-sighted; your grandchildren might regret that you took that attitude.

There are a FEW space issues that require, or may require, international cooperation. Lunar water ice might be one limited resource. Geosynchronous orbit space may be another, although technology may save us from that problem. Irresponsible use of satellites and rockets leading to space junk everywhere is a very serious concern that is already costing money to space agencies. Space junk is a classic "tragedy of the commons" problem which will become even more of a commons problem as more nations launch their own satellites. Maybe recycling isn't such a bad idea, folks.
