My guess is that they are laying the foundation for an eventual UN Tax on Space development

The countries with no space capabilities will claim that it is unfair that the benefits of space development will go only to those who have developed space capabilities. hence the UN will step in and volunteer to become a taxing body charged with "spreading the wealth".

Lets hope that someone soon finds a way to capitalize on space soon, before the tax men catch-up...
