Don't count your Chinese moon bases before they are built. The Soviet Union had a pretty good space program on paper too, and even had some significant successes (Mir is one), but their Moon rocket blew up and their Shuttle program ran out of money even before a ratty Soviet-constructed building fell in on their orbiter.
The Chinese do have the luxury of being able to dump as much political money as they think they need to into their space program, but that isn't always enough.
Still, politics aside, as representatives of humanity, I wish them nothing but good luck. There has been a long history on Earth of colonies set up by repressive nations evolving into free nations that surpassed the original colonizers. Maybe this could happen again.
