Until there is a firm answer to the possibility of life on Mars, health officials on all sides will stop this immediately, assuming it gets going at all - The new MGS find of water close to the surface on Mars has moved the chances of life forms there way, way up.
Its not a question of humans or robots, its a question of humans and robots, just like for the Moon with Surveyor and Apollo. If anyone wants to go to Mars, they're going to need firm answers on the back contamination problem well beforehand, and long range rovers are the way to get these answers.
