Well, NASA seems to have come up with a pretty good solution. Use explosive welding to seal the return capsuel and then plunge it through the atmosphere, where the heat of enty should sterilize the outsied of it.
Following which, it could be determned if its pathogenic or not, and whether it presents a risk either to the Earth's biosphere or to astronauts.
The problem is one of exporation and sample recovery, and for this a long range rover with an artifificially intellignet robotic vision system is needed...
