"The Market for HLLV is NASA for exploration. Saying they should
explore but not do HLLV is contradictory."
The current HLV are a requirment of the Def dept & are used by commerical communication providers. AFAIK NASA hasn't bought a HLV in quite some time and isn't buying one in the near term.
As I've said on numerous occasions, I think NASA should buy a bunch of them and do manned mission to the Moon.
These HLV are being made by Boeing and Lockheed. Right now, NASA could probably get a pretty good price for Delta IVH and Altas V, this would also be a good thing for these companies because the demand for the larger booster is not as much as they had hoped for. It's quite possible that window for buying these hvy booster is gone- these companies seeing the lack of demand *may* already be scaling back production (to save on costs & this also adds costs to the unit price).
