Hey...I leave that stuff to the lawyers!
Yes, it would be the largest undertaking in human history and require the most research to do it with some safety.
I seriously don't think we have anything to worry about for at LEAST a hundred years - unless the suns output greatly increases as part of a greater cycle than the 11 year solar spot cycle of which we are aware. (Imagine a 10,000 or even 100000 year cycle which comes to a close with a huge spike in emissions) If this occurs, eventually the planet will have to do something like this.
A huge solar shield could work around the planet - but that too would be as expensive (probably more) and would also involve a lot of environmental issues.
I think Mark worries about it too much, he should head down here to see how folks can live in 118 degree heat - so long as they have technology! (A chorus of angelic voices sing that word...t e c h n o l o g y ! )
I know one thing though - the global warming folks wouldn't like the solution anyway - because they want to dismantle big business and see women washing clothes in rivers and cooking on solar stoves, outside their caves.
An infinite amount of inventions yet lurk in man's untapped minds - there's no need to panic or take blind potshots at global warming by harming industry and ruining the technological infrastructure and progress which will one day be called upon to save the world...
