I couldn't agree more that a moon base would be great, I really couldn't. But when the NEO community is essentially tossed scraps of funding from various sources and relies heavily on amature and unoffical efforts to gather lightcurves, along with some other more organized projects like LINEAR and NEAT, I just don't see it.
The Minor Planet Center which seems omniscent from their Web footprint is run on a shoestring budget by a few very dedicated individuals.
If it's an independent project, I say go for it. But if it draws ANY funds from Earth based searches it's a little" Penny wise and Pound(Dollar) foolish"
