Welcome.
One thing I've noticed over these many years is that since Europe has not had much of a manned space program to date, and actually a very small space science program overall pre-ESA, European scientists have little understanding of exactly the scale of the US space program, which is simply huge.
The US can do a Moon based NEO detection facility alone if need be, but since the impact hazard is an international problem, I think that Europe should have to pay for the solution as well. Europe has a fine launch vehicle in Ariane 5, one capable of contributing to this effort, and also has manned space technology and factories which can be used to build elements of the infrastructure. My expectation is that the European manned lunar experts (and yes, they exist, and yes, they are also working on this problem) will soon be speaking publicly about Europe's possible role in this. I hope you will be pleasantly surprised by what they have to say.
As my own work on this is pretty much finished now, at least for the time being, you will have to excuse me if I take care of some personal business...
enjoy,
