Definition Is By Wavelength
You seem to be both contradicting and confirming that. I am quite sure the definition depends on wavelength. I've seen the charts dozens of times.
I was not sure how the energy measure was defined. I assumed it was the energy delivered in a standard amount of time which would fit the guess I gave earlier. If it is indeed the energy of individual photons then there should be a clear cut distinction as you said.
