The difference between Luna 1 and Mariner 4 was instrumentation.

Remember all the failures before Luna 1 and it was meant to impact on the Moon not miss it by thousands of miles...Besides, back then you actually developed film and faxed the image back to ground! So having a camera do this and sending images back took some time to create.
