because if everyone is a tax consumer, who'll be paying the taxes in the first place. No, they want enough people dependent on them to win elections. They do this by creating new and expanded give away programs, reminding the receipiants of who gave the goodies to them, and threaten that the mean old Republicans want to take that money away from them. If everyone is on the dole, who'll there be to demonize?
Actually, I do overstate the case a bit. A person can be a tax receipiant and a tax consumer at the same time. All you have to do is create enough "targeted" programs that do things like provide farm subsidizies or guaranteed student loans or other give aways so that enough people begin to believe they're actually getting something for their taxes.
