It's quite easy to tell, really. Bad witches dress in black, talk like they smoke too much, and appear and disappear in puffs of smelly smoke. Good witches dress in flouncy pink, talk like your kindergarten teacher, and fly around in big round bubbles.

It's worth noting that the winged monkeys will work for either of them, the mercenary bastards.
