As I have said before, any UN force is inneffective as a military force. They are simply neutral hostages (a tactic that has been used for centuries). They would be better served to wear white sacrificial robes instead of blue hats.
The only purpose that I can see would be to hopefully unify world opinion since the first side to kill UN forces would probably be universally condemned by all but the extremist Arabs. It would also seem that there would be some reluctance by either side to be deemed the bad guys by starting to pick off the hostages (UN). There is also a possibility that the mission would end in disaster with no clear culpability by either side
I'll bet that some countries would agree to send troops under the UN flag but that is only the beginning. Israel would have to agree to surrender part of their soveriegnty and I sure the PLF would want to put in their 2 cents worth. Bottom line, you could be negotiating the details for months or years.
It might be possible to get it done but the best results would probably be no better than to narrow the tunnel that hopefully leads to light but probably ends at a precipice.
Eventually, everything that could save lives must be tried.
