Union folks
In my experience the union folks are sort of social, and will raise hell but within the locals.
They will try to use the union to raise hell with employers, or will raise hell within their local union, but won't be active union members and try to raise hell with the government in this way.
Might protest a "failure to represent" problem with their union through the NLRB, or protest a "failure to negotiate in good faith" with employers through the same route, but aren't usually "after" the government.
