As you said, one can go though life trying to protect themselves from every eventuality, and not live.
The Jewish religion has the concept of "holy insecurity". That is, you are never going to know everything. Period. In a polite, theologically correct way they say, "deal with it".
Sometimes it might be better to just take a hit now and then rather than try to protect everything. That, however, will not get anyone elected. After a problem someone will get on "60 Minutes" and talk about how "they" "should have known", and sue.
After all, "they" "should have known" illegal immigrants would try to cross the border and need water, etc. That can be extended.
"They" "should have known" the immigrants would be hungry, too, and maybe need someplace to sleep after getting across the border. Maybe an internet connection to let relatives know they made it, and not to bother looking for them right away. Some anti-venom meds, maybe something for bee-stings, and clean clothes. It's a bit discouraging, hard on the self-esteem to come into a strange country, where you may not know the language, and have to look for a job in dirty clothes. Sends a message, you know?
Screwy. Nice to know I'm not the only screwy thing around.
