Finding clues and setting up blocks to terror activities forces the aggressive perpetrator to new courses of action. It will divert a potential disaster to a new, unknown target, or a new, unknown timeline will be created for the same target, but it will not stop the terrorist.
The terrorist is a fanatic who would rather die than fail, so he should be properly appeased.
* He should be properly found.
* He should be properly charged.
* He should be properly tried.
* He should be properly executed (I would rather pay a quick power bill than a constant hotel bill for him).
