I was thinking of a maintenance crew, unwittingly or otherwise, running such a device (crude and dirty, of course) to the 110th floor of the Sears Tower a few minutes before detonation. Would be equivelant to an airburst with proximity set for 1/4 mile altitude. There are approx. 4.5 million square feet in which to find storage for the device, where it could idly sit until its time to go off.
