Probably needs to be a perspective on this "We're at WAR" stuff.
There has been one recent attack, one which could easily have been prevented, and which was wildly successful on a fluke. A suicide bomber attacked an expensive ship, and barracks in foreign countries have been bombed.
On our continent we are subject to attacks on the order of our blowing up an antibiotic factory in Sudan. We will not endure anything like the civilians in the former Yugoslavia did when we bombed them for their own good.
Contrary to wars we have experienced, our way of life is not threatened by anything except fear, and our ability to defend ourselves from any meaningful attack is complete. We have an all-volunteer military, we aren't going to be invaded, our police and civil functions are intact.
We do have to worry about ourselves. One of my big fears is if we were invaded we could be arrested and detained without benefit of our Bill of Rights. Guess what - now we can, by this administration, and we haven't been invaded. That's right - you and/or I can be arrested by the government, held for as long as they'd like, without benefit of an attorney or court. Just because the government wants to do it. (Sound like Germany, the USSR? Yep!!)
We ain't seen war here in 137 years. For those who wanted to travel overseas to see one, our rich Uncle Sugar could arrange that. Even if you didn't want to. And, you had to go overseas.
We have enemies, we have threats, we will suffer losses, and we are not "at WAR". We have suffered grievous losses in the name of "capitalism", many of them, and we aren't declaring "WAR" on that.
We've got enemies, there are folks who want to do us damage, and we've had tragic, innocent victims. There are threats, none of which is a missile, and we do need to protect ourselves. And, we are too big a country, to strong a people, to keep going with the panic, keep perpetuating the fear - "We're at WAR." We have a couple of jobs to do - protect our borders and vengeance upon those who attack. We do not need to be afraid.
