The Air Force developed an ASAT back in the 1980s and even did some operational tests that worked. They destroyed a satellite with it in 1985 (not 1983 as reported on the Encyclopedia Astronautica - I've notified them of the error.) It was effectively killed when Congress banned further testing before it could enter service. It was an interesting system that was launched from an F-15. It used the first stage from a Short Range Attack Missile (SRAM) and Altair III second stage to launch a Miniature Homing Vehilce (MHV) to make a kinetic kill. I don't know what the maximum altitude for the system was, so it's possible that it might not have been able to reach high enough to take out these newest generation imagery satellites.
Not all was lost when the program was cancelled. The MHV was further developed, first for the Brilliant Pebbles concept and later for today's NMD system.
Clinton did use the line item veto against an Army ASAT program back in 1997. There are systems under development that have possible ASAT capabilities but they're not operational. As of right now, only the Russians have operational ASAT capabilities.
