This successful test took place in the first year of Reagan's second term. Just imagine how refined such a system would have been by the end of George Bush's term in 1992. For a prototype to work that well on its first flight is very rare, and only idiots would have stopped a program like that. For decades we denied having biological weapons as well. Considering a large chunk of the Pentagon's budget is made up of black projects, I wouldn't be surprised if we have a small arsenal of 2nd or 3rd generation ASATs today.
