Hi Larry,
I think the greatest fear would be a launcher armed with a small tactical device which could get near enough to send a severe EMP taking out almost all satellites in a given area, yet not leaving the physical evidence of being rammed or blasted by lasers.
If timed to coincide with intense solar flares and lots of press about satellite vulnerability - I would think any of the nuclear (medium to super) powers could even conceivably get away with it. We could probably track the incident and guess what happened pretty easily - but I doubt any other nation could.
The fallout would be dispersed thinly over a large area and might go unnoticed altogether.
It seems like a viable option, providing one's willing to part with some serious $$$ and take the risk of an erroneous guidance system.
Not that WE would ever do such a thing!
