If I were a pilot supposed to intercept a passenger plane, I wouldn't assume they were in a race to crash it into a building.
I would be very concerned about the air space as I streak through commercial traffic.
Naturally these pilots are targeted as scapegoats - even though they were not aware of the full scenario.
Naturally too, when people start to interrogate all these people involved - no one wants to be the fall guy. No one wants to say they dropped the ball. So naturally you can find folks who will be changing their statements slightly as they realize the full implications.
Pointing blame at folks, while looking to place blame on someone other than the terrorists is ridiculous.
That is like blaming the police because they did not get to a robbery in time to prevent it.
Sometimes the cops are eating donuts and it takes them thirty seconds longer to race out of the donut shop and into the squad car. By the time they arrive - the bad guys have gone.
So many people are involved in this type of situation - a situation which I might add was familiar only to a few obscure folks who write reports - and was never a part of any military training or scenarios - that it is impossible not to see that there were probably a thousand little screw-ups which led to the crashes not being prevented.
The Pentagon was hit. Anyone PLANNING this would not set up the Pentagon and kill friends and family.
Of course you can say well maybe they planned it that way to throw off suspicion!
At that point one is the puppet of the "evil"* ones - folks like Mitchell - who churn up that stuff to feed to the conspiracy subculture in order to make those folks vote Democratic in the next election.
Same old exploitive song, different tune.
