Twice in that opening paragraph, they mention that Iraq is not ruling out the possibility of using chemical weapons to defend the regime. Chemical weapons are considered weapons of mass destruction. The third point is that we're only seeing excerpts of the original article, so all we have to go on it the assessment in the opening paragraph plus the excerpted paragraphs.
