Nope
Since neither of us has the full text of the excerpted article handy, we don't know for certain what the Iraqi official said. Twice in the introduction, it stated that Iraq is prepared to use chemical weapons to defend the regime. Since chemical weapons are weapons of mass destruction under international law, we're forced to consider two possibilities:
1. The declaration that Iraq has no weapons of mass destruction is a lie, or
2. The Iraqi official is bluffing.
In effect, Iraq seems to be saying, "We have no weapons of mass destruction, and we're prepared to use them!"
