What you're quoting there are the comments of a third party on what the anonymous Iraqi official said. I stand behind what I said: His statements themselves do not constitute a threat to use WMD.
Sorry to rain on your parade. The line "Iraq claims to have no weapons of mass destruction, and they're prepared to use them" is funny, but it's not supported by the material you're quoting.
