In effect, Iraq seems to be saying, "We have no weapons of mass destruction,
and we're prepared to use them!"
I'm fairly certain that Iraq has weapon capability which exceed the agreements they signed. BUT there are way of having "weapons" of inflicting mass destruction which wouldn't in anyway volate their agreements- WMD are weapons which are portable. It's quite easy to make a weapon which kills tons of people- especially a "suicidal type weapon". Saddam isn't defending his people, he is defending himself. Killing US soldiers isn't that important. Killing 200,000 civilians in order to kill a few US soldiers, to Saddem, might be better than trying to kill US soldiers without any civilians dying.
