"And yet, now Iraq must comply to 1441, otherwise it will be attacked.
Two weights, two measures."
US is merely trying not to go to war by is giving the Iraq regime a chance to avoid war. Most countries don't respect the UN in this regard, they simply go to war if it's perceived to be in their national interest. [The US has an interest is strengthening the UN, we have an interest in promoting peace in the world.]
Some European powers find it handy to have sanctions against Iraq, and at the same time violate those sanctions for economic gain. I and probably the US in general do not want to have sanctions against any country. We want Iraq to be a rich and prosperous people.
We also want Israel to be at peace with it's neighbors and for entire region to be flourishing.
Generally the US will employ sanctions so as to not empower leaders who want to enslave their populations AND we don't see warfare as a better solution to the problem. Warfare is generally not a good solution, but in the case of country for all practical proposes which is at war with you, warfare is generally the better solution- if not the only solution.
Since never ending sanctions against Iraq is not a viable solution. And Iraq is seeking to get WMD which it seems it will use not as a deterance but rather as an offensive weapon- to threaten with or employ. And the current leadership in Iraq has shot missiles at Israel, paid "reward" for terrorist human guided bombs against Israel (a US ally), invaded Kuwait, caused massive amounts of environmental degradation by dumping crude oil (and burning up oil fields), has used chemical weapons against civilian population (and in warfare with Iran), is currently attempting to attack US warplanes daily, and has continously violated it's cease fire treaty since 1991.
Basically, Saddem and his family are a pack of criminals who gained power by assassination, and maintain power by terrorizing their population.
Now, if some countries in Europe want to support Saddem in his desire to have WMD, then they are picking a side which is different than what America believes is in it's & their best interest [and it's the WRONG side]. If some European countries want Israel to cease to exist as a country, then they are also on the WRONG side.
