The difference is, North Korea will use there nuclear weapons for bargaining and attention for the advancement of there nation.
North Korea knows better to actually fire there missiles. Saddam doesn't, his only regret of the Kuwaiti war was that he didn't wait tell he had nuclear weapons before he invaded and started the war.
Saddam's past history seems far more danerous to me.
