If we pass a law against indecent exposure, it is because society feels that material harm is done to the citizens when this crime is committed. Not to keep anyone from being offended. We live in a somewhat Puritanical society, where the sight of sex organs is considered harmful. This may not always be the case, and if times change then these laws will be challenged just the way you suggest.
