How is material harm done when it is all Physiological?

When it becomes material, it is not longer indecent exposure, it becomes assault, which is a not the same at all.

Indecent Exposure, Flag Burning and Cross burning do not physically harm anyone, but they do have mental consequence depending on the individual.
