According to the Center for Disease Control, the biologicals supplied to Iraq--through both Reagan's and Clinton's administrations--were largely inert or harmless materials useful for defensive research. I am not knowledgable enough to know if such things can be back-engineered into toxic materials, but I assume the CDC people are.
I understand this is not as dramatic as claiming we shipped Iraq death weapons, but it is more accurate.
