Tom, on close scrutiny, I don't think that document says much to support you.
It only covers what was shipped by the CDC, and it acknowledges that TWO controlled agents were shipped- Deugue Fever virus and Plague, though there is some comment as to the virulence of that particular strain of bacterium.
IT DOES NOT suggest that all or even most of these materials are benign or CAN NOT be used for BioWarfare research. IT DOES NOT cover CHEMICAL weapons research. IT DOES NOT include years before 1984. IT DOES NOT cover conventional weaponry. IT ONL:Y covers what was provided by the CDC in terms of actual biologic materials and NOT from other parties. IT DOES NOT cover expertise or equipment. In short, it does not refute my source.
