<Why didn't he express this outrage 15 years ago?
Well, 15 years ago, George W. Bush was pretty much managing a baseball team, and probably was not called upon to make his opinion on the subject known.
It is all about Bush, isn't it? Is it the 2000 election? Is that he can mention God and mean it, instead of leaving church carrying a Bible to head for a bit of adultery like Clinton? Leftover 60's angst?
Conservatives had contempt and disgust for Clinton, and weren't shy about showing it, but for the most part there wasn't this kind of blind hatred.
