I think a reality is that every country is governed with the consent of their military. I once asked where the trail started to go up a steep hill outside Mazatlan. I was told I didn't want to do that, the "sheriff up there is the man with the biggest gun".
I believe any bureaucracy becomes ossified, and more interested in preserving the bureaucracies than serving either their masters or clients. And that's what's happened with the US. The military is serving the multi-national corporations, not having found any other clients, and has with the help of Conservatives recently moved into a full-time job.
The military serves itself.
The same with all other bureaucracies. When was the last time the legislature asked itself what was in the best interests of the country? A long time ago.
So a revolution will see the installation of a new government after the military dictatorship created to quell the civilian riots has itself been overthrown.
And a Constitution will be written for each of the sections of the US and some form of a republic or democracy created. One thing for sure - private enterprise will not own the media in any enlightened regime. The mega-corporations will not have enough money without the cash cows they now milk to do anything effective in the long run. They need governments contributing to the IMF and World Bank to create favorable conditions for them.
