I believe we still use more than one missile/bomb per target, so simply counting destroyed targets won't account for all missiles. I don't know if satellites can make out separate impacts at each target - I doubt it if they're spot on.
I think the possibilities that we screwed up, that they screwed up, or that they did it on purpose are all viable. Too soon to assign probabilities.
