Holding accountable
That's what we are doing to Saddam Hussein. We are holding him accountable in the only way that one nation can hold another national leader responsible if that leader has either the support of or control over his people.
GWB currently has the support of 75% of our people and you can be sure that even less than 25% would want him held accountable. Consequently, the ROW is impotent to hold GWB accountable for anything unless they choose to use force. Does any country or group of countries want to try that?
Elections will be held in 2004. The ROW doesn'y have a vote. All they can do is wish.
