Maybe, doubtfully. The main issue would depend on verification. I would say that Clinton probably managed to lessen some acute starvation. He also opened a dialogue (any dialogue even one consisting of lying (let's call it the CNN doctrine) is better than nothing [maybe]).
The dealing with N Korea probably had little to with N Korea- what affects this agreement had on S Korea, Japan, and/or China was probably more significant.
