Two points
First, the 15000 feet rule isn't a law but physics.
That far from the Central Office and the DSL signal really deteriorates to the point of uselessness.
Second, the next thing to come down the pipeline may be through the electric supply - though again your distance may prove prohibitive.
Anyhow, the point is moot, since by 2030 your idyllic spot will be a community of 1.3 million and there'll be telecom Central offices abounding ;-)
