Think about it. Iraq has millions of people, and is still up to its neck in small conventional weapons.
If they were all that pissed with us, we would be seeing a lot more shooting than we are. A leftover cadre of a couple of hundred Saddam fans would easily account for every attack that has happened so far. This is like equating the 25 million citizens of Peru with the Shining Path.
This group is going to do its damnedest to derail any real progress in Iraq, including sabotage, attacks, and anti-American propaganda, and they just have to be dealt with as best as we can.
