"Any bright ideas anyone? "

Sure.
We don't have enough wealth. We should do things that increase economic growth. We need to open the Space frontier.
I would suggest that the quickiest and easiest way of doing this is for NASA to explore Near Earth space for minable resources.
I believe the best near term goal for minable resources is water- and best potential location known at the moment is the lunar polar regions.
Economic growth is not achieved by making NASA's budget bigger, it achieved by govt enabling the private sector to create new markets.
A Longer term space goal should be use space as a way to generate energy for industrial use and consumption for earth's global market.
One govt is a bad idea. We need a lunar govt, a Martian govt, a mercurial govt, federation of small bodies, and others, then maybe we can have a Earth govt- but it's purpose would be to deal mostly with planetary matters, not neccessarily to stop people from fighting.
