We're helping the Iraqis establish a constitutional representative democracy in a nation that's 60% Shitte. Do the math. All but the most radical Shitte clerics have done so, and that's why they're telling their people to refrain from attacking coalition forces. They fully understand that the occupation is temporary, and that when Iraq is reasonably safe, secure, and on the road to reconstruction, and when elections are held, as early as mid 2004, they'll be mainly in charge, and with much more power than they've ever had before in Iraq.

It's more the case of a very small group of hard-core Baathists, terrorists, and hired criminals that are still causing problems in Iraq.
