This isn't the first time this kind of P.R. has been attempted. During my college years, I saw a lot of the Viet Cong and North Vietnamese being presented as noble patriots, simply trying to get their country back, instead of what they were, representatives of a tyrannical communist regime that was, at the time, largely a puppet of the Soviet Union.
