The point is we have a large miltary force in Iraq- if we had a 1/10th or 1/100th of the troop levels in a country, the current number deaths per week might paint a different picture. For instance, if we were to double the number of troops in Iraq, it's probable that we could have more miltary deaths per week.
If we were to half the number of troops in Iraq we might reduce miltary casualties (and predictably, *significantly* INCREASE civilian casualties).
