Your comments on bureaucracies are spot on. Changing our government is going to require a massive effort by people dedicated to making it what it was originally intended to be. Unfortunately, there aren't a lot of people in Washington of either party who fall into this category. I support Republicans because even if they aren't always dragging their feet as the nation rides toward socialism, at least they aren't enthusiastically pedalling like most Democrats are.
There are about as many true small-government conservatives keeping the faith in the House as there are hard-core socialists...maybe a couple dozen or so of each. *sigh*
One major effort would involve either enacting a true flat tax, or replacing the income tax with a national sales tax. Given the amount of political power there is in the tax code--with the power to punish or reward--politicians are not going to be enthusiastic about this change.
If one were going to market the sales tax as an alternative,* I agree with your idea that the privacy issue would be a powerful argument in favor of it.
*Ideally, this would include repealing the 16th amendment, otherwise sure as God made little green apples, we would eventually end up with a sales tax AND and income tax.
