I don't think we get that from malnutrition or tiered education. I don't think it comes from neglect of childhood environment, or substandard care of children, or violence in the home. Nor do we get it by criminalizing or otherwise stigmatizing health problems.
But that's another thread.
And quite a thread it would be, I'm sure, examining the causes and cures for such things, including what has worked and what has made things worse.
