That's precisely the problem
The rush to war was itself dysfunctional. The justifications for doing so were false. It was a pre-emptive war based upon failed intelligence. WE are now paying the price for that recklessly awful judgement. Had the Bush administration exercised greater caution, patience and diplomacy, we wouldn't be in this muddle in quite the way we are now. You can blame the dysfunction on Mr. Bush and his neocon cronies.
